It has been my pleasure and privilege to serve as your city councillor since January 2006. I am extremely proud to be a member of a city council that has accomplished so much for our residents. Our Emergency Medical Services (EMS), which we were in danger of losing, was saved and is now entrenched as a permanent service for all Côte Saint-Luc residents. We have regained the right to manage our arterial roads—Cavendish Blvd. and Côte Saint-Luc Rd., to tax at the local level, and to run our city like a successful business offering our residents superior services at the lowest cost, while not neglecting the quality of life component.
Road safety
In a continuing effort to reduce speed and increase safety for both our motorists and pedestrians, we have initiated new measures and expanded others. On streets where residents deem there is a speed issue, we conduct traffic studies. We place traffic speed plates on the street to measure the speed of all vehicles that pass over or near these plates over a 24 hour period for 7 days.
When these studies show that there is a speeding issue, we determine which traffic calming measures should be put in place and also ensure that there is an additional police presence to apprehend, ticket and deter speeding offenders.
We have placed traffic-calming bollards on streets where traffic studies have indicated a problem and they have proved to be as effective as speed humps with the added bonus of not negatively impacting on the response time of our emergency vehicles.
Examples of these bollards can be seen at the intersection of Cavendish and Fleet where they are effectively used to divert traffic through the left turn from Cavendish Blvd. onto Fleet Rd. They also prevent vehicles in the middle lane from driving straight, which is no longer permitted and which would cause a potential hazard for pedestrians attempting to cross Cavendish Blvd.
Bollards will also be placed on Tommy Douglas Rd. near the corner of David Lewis Rd. this year to prevent vehicles from cutting corners at these stops. To increase awareness and to provide safety of our pedestrians, we have placed ten very visible flexi-median sign posts at all our major unprotected crosswalks.

The city installed in May pedestrian crosswalk signs at street level and painted chevrons at the start of the school zone near front of École Maimonides on Parkhaven Rd. These measures are part of recommendations from the Traffic Committee, which is chaired by Councillor Sam Goldbloom.

An outside engineering group worked with the city to develop a safe and effective way to reduce traffic on Cavendish. The Traffic Committee, chaired by Councillor Sam Goldbloom, recommended that bollards be installed at the intersection to prevent vehicles in the middle lane from driving straight—which would be a hazard to pedestrians.
Veterans affairs
Being involved with our local branch of the Royal Canadian Legion (Brigadier Frederick Kisch Branch 97) and acting as co-chairperson of the annual Victory in Europe (V-E) Day commemoration ceremony has proved to very rewarding and inspiring. In 2008 at the annual V-E Day commemoration we dedicated Veterans Park, which is located next to Côte Saint-Luc City Hall.
Soldiers who fought in the Second World War and Korea returned home and helped build Côte Saint-Luc. Their contribution was double—first for their country and then for their community. We owe it to that generation to remember their sacrifice and thank them. We must never forget their accomplishments.

Work in progress
I am aware of the major repaving work that has to be done to eliminate potholes on MacDonald Ave. between Langhorne Ave. and Queen Mary Rd. As many of you know, the west side of the stretch of MacDonald mentioned above is in Côte Saint-Luc and the east side is in Montreal. We therefore have to reach an agreement with Montreal to jointly do the necessary repaving. We have engaged in discussions with Montreal and will continue to do so in the future to realize this. In the meantime we will as in the past perform temporary work on our side of the street. This year we are repaving the sidewalks where required on our side of MacDonald Ave.
Recycling in apartments and condos
In 2005 recycling was something that the majority of apartment and condo residents told me they wanted for their buildings. We introduced By-law 2302, which obliges apartment and condominium building owners to offer recycling collection services to its residents. I am delighted to report that all 33 apartment buildings in District 1 (2,079 doors) are now participating in the recycling program.
Call before your build
Residents should call or visit the city before starting any major home building project or renovation. The Urban Planning Department should be your first stop if you are planning to add a sun room, resurface your driveway, add a pool or a shed and so on. As a member of the Planning Advisory Committee, I see first hand the importance submitting a properly-prepared plan. City staff is here to guide you to ensure you have the proper permits. Seniors Golf Outing
It has been my pleasure to co-chair the annual Seniors Golf Outing, scheduled this year for Tuesday, July 14. Our recreation staff and army of volunteers help make this event eagerly anticipated by both duffers and experts alike. This year marks the 30th anniversary of this event and new and interesting features will be added to mark this milestone. I urge you to participate. You will enjoy it.
